The committee recommended Planning Commission to be responsible for
formulation of the Five-Year Plan and the task of firming up annual budgets should
be assigned to the Finance Ministry
It suggested removal of planned and non-planned distinction in the Budget and all
public expenditure should be split into capital and revenue expenditure.
According to the panel, shift in budgeting approach is needed to ensure proper
and timely implementation and monitoring of the centrally sponsored programs
and other schemes
The new approach advocated by the Committee will ensure better delivery of
services particularly in the areas of health, education and infrastructure
development.
The Committee was constituted by the government to suggest steps to improve
management of the public expenditure
Violation of FEMA by Companies involved in 2G Scam: Enforcement Directorate to SC
Current Affairs: September 2, 2011
The Supreme Court was informed by the Enforcement Directorate that companies involved in the 2G scam violated the Foreign Exchange
Management Act (FEMA) to the tune of Rs 10000 crore.
The directorate detected FEMA violations to the tune of Rs 9,929.80 crore, the agency can now slap a penalty three times the violation.
The enforcement directorate under the FEMA can thus slap a fine of nearly Rs 30000 crore, which was equivalent to the loss to the
exchequer as estimated by the CBI due to alleged irregular allotment of the 2G spectrum in 2008
The directorate is examining transactions involving around 350 accounts, of which nearly 200 were intimated by the Financial Intelligence Unit
(FIU)
Financial Intelligence Unit (FIU) keeps track of suspicious movement of money in foreign accounts

As per Census 2011, there are only 959 girls for 1,000 boys up to the age of 6
which is contrary to what it was a decade ago.
Boys are more in number compared to girls in the 10-14 age group.
It noted sharp decline in the population growth rate state and it is negative in
Pathanamthitta district. Kerala is witnessing this phenomenon for the first time.

Release of $2.1 billion more for Ireland bailout by IMF
Another $2.1 billion of the rescue package will be released for Ireland by
the International Monetary Fund (IMF).
According to the IMF, Irish economy was showing signs of stabilisation.
Along with those of Greece and Portugal, Ireland’s budget and banking crisis
threatened the stability of the Euro.

Ganga pollution: High Court notice to UP Government
While hearing a public interest litigation (PIL) to make river Ganga pollution free,
the Allahabad High Court issued notices to Principal Secretary of Urban
Development of the State Government and the Director General of Uttar Pradesh
Jal Nigam.
Despite the repeated orders passed by the court, no action was taken to prevent
direct flow of dirty water of tanneries into Ganga.
It was informed by the pollution control board of the state that treatment plants
are not working in Kanpur and Unnao.
Tripartite Agreement signed between Government and ULFA to suspend
operation in Assam
With an objective to bring peace in the north-eastern state of Assam, a tripartite
agreement for Suspension of Operations against United Liberation Front of
Assam(ULFA), was signed in New Delhi.
The agreement was signed among the representatives of Central and Assam
Governments and ULFA leaders.
It agreed that the outfit will not carry out any seditious activity till the finding of a
political solution to the complex insurgency problem while the security forces will
also not take any action against the ULFA cadres.
ULFA had earlier agreed to give up violence and find a solution to the problems as
perceived by them through peaceful negotiations with the Government of India
and Government of Assam.

Inquiry ordered into the alleged Mass Graves in Garo Hills by Meghalaya

Meghalaya Government ordered an inquiry into the alleged mass graves in some areas in West Garo Hills district.
Garo National Liberation Army’s (GNLA) alleged that mass graves exist at Tura and Samanda in West Garo Hills district, where rival outfit
Achik National Volunteer Council (ANVC) dumped bodies after secret killings. ANVC has been holding peace talks with the government since
a ceasefire in 2004.
According to GNLA ,the ANVC, which is now under a tripartite ceasefire agreement with the State and Central Government, killed many
youths secretly over the past two years.

Thiruvananthapuram communicated to the apex Court that 1 year was necessary to accomplish the full work
It communicated that a sum of Rs. 2.98 Crore would be required in order to meet all the expenses on videography, photography, providing
infrastructure and to beef up security cover
In order to check whether there was a need to open the Secret Vault B, the Supreme Court appointed the panel on July 21, 2011
The aim of the Panel was to organize account of treasure and take videography and photography, to scrutinize which articles could be used
for regular use in the temple and which could be kept for public view
The panel was to sketch a long term plan for maintenance of the treasure and to set up safety measures
In its interim report, the panel has noted that regarding the opening of kallara/vault B, a devaprasnam was carried on and the kallara ‘B’ was

SEBI has Power to direct unlisted firms: SAT
Securities Appellate Tribunal (SAT) mentioned that the Securities and Exchange Board of India (SEBI) has broader powers under the
SEBI Act to issue instructions to even unlisted firms in order to defend interest of investors in the securities market
This observance by the SAT was in reaction to a Sahara Group contention that the jurisdiction to control an unlisted public company rests not
with the SEBI but with the Central Government
The issue was raised in front of SAT after SEBI instructed two Sahara Group firms (Sahara India Real Estate Corp and Sahara Housing
Investment) to refund money to investors in the company’s OFCD (Optionally Fully Convertible Debentures) scheme
Earlier in July 2011, the Supreme Court had instructed SAT to accelerate the case with in a period of 8 weeks and also settle on the
jurisdiction to control such instruments

The Mahatma Gandhi International Award for Peace and Reconciliation (MAGI Awards)
was created in memory of Mahatma Gandhi who began his socio-political life in South Africa
and struggled ceaselessly for justice and for peace and reconciliation. The award was created in
2003 to mark the centenary of a newspaper, Indian Opinion, published in South Africa by
Mahatma Gandhi.
The award comprises of a table top bronze statue of Mahatma Gandhi seated and spinning to
signify the importance of home industry for sustainable development and included with it is a
scroll
